The declining use of the stadium is directly related to the declining and outdated infrastructure. One might assert willful neglect on the part of the school board. My kids used to go to track meets there but they (the parochial schools) stopped holding them because the track was in such poor condition. The track is also out of date, it was built when Track & Field still used Imperial measurements; today they use metric. Poor parking is a big problem with the space now.

Yes PND is going to be building their own facility. One of the drivers has been the decline of Peoria Stadium.

The BEST use of those 82 acres would be to redevelop it into the equivalent of the Eastside Center in East Peoria. New stadium for football & soccer, new track & field (metric), soccer fields, lacrosse fields, baseball, and a full olympic sized swimming pool (which incidentally could be a money maker as it would be the only one available downstate for high schools), and better parking.

Whether the school district does this or the park district, does not matter much. Redeveloping it for commercial use is absolutely the worst use for it.
